Taiwan's scooter market recorded 54,311 units sold in November 2025, a 16% decrease from October and an 11% drop from November 2024, according to recent market data. SYM Motor led sales, followed by KYMCO, Yamaha, and the electric scooter brand Gogoro.
Yearly sales fall short of 2024 levels
Between January and November 2025, total scooter sales in Taiwan reached 644,856 units, down from 687,465 units sold during the same period last year. SYM Motor maintained its market dominance with 286,514 units sold, accounting for 44.4% of the total market share. KYMCO and Yamaha ranked second and third with 168,029 units (26.1%) and 112,493 units (17.4%), respectively. Gogoro, which specializes in electric scooters, came in fourth with 25,479 units, representing a 4% market share.
Seasonal trends and model performance shape market dynamics
Industry analysts attribute the November decline to seasonal off-peak trends, with affordable scooter models maintaining steady demand while sales of high-end, trendy scooters showed little growth or slight decreases. Yamaha's seventh-generation Cygnus-X 125cc, which had seen strong sales in its initial launch, experienced a more significant sales slump in November. However, Yamaha anticipates a sales boost with the launch of a new 155cc model expected in December. Despite the monthly dip, the overall market projection for 2025 remains around 705,000 units.
Subsidy shifts create headwinds for electric models
The electric scooter market exhibited particular instability amid shifting government subsidy policies and economic uncertainties impacting consumer behavior. November electric scooter sales totaled 4,120 units, down 10.2% from 4,587 units in October. Gogoro, a leading electric scooter manufacturer, reported a 25.4% reduction in November sales, falling to 2,093 units from 2,806 units the previous month.
Gogoro's Ezzy 500 proved the top-selling model among high-speed electric scooters for the second consecutive month, while the low-speed Ezzy continued as the best-selling electric scooter overall for six months in a row. In October's top ten white-plate electric scooter sales rankings, Gogoro held seven spots, with the Ezzy 500 and Viva Mix models occupying the top two positions.
Policy changes favor traditional scooters
The overall decline in electric scooter sales is attributed partly to recent policy changes that increased financial incentives for fuel-powered scooters under 150cc, including reductions in commodity tax and further benefits linked to trade-in programs. These new subsidies present additional competitive pressure on the electric scooter market. In response, electric scooter brands have implemented aggressive promotions to regain market share but remain concerned about potential setbacks in Taiwan's scooter electrification progress.
As 2025 nears its end, industry observers will closely monitor how electric scooter manufacturers stimulate consumer demand and whether the evolving policy landscape will significantly affect Taiwan's transition toward electrified two-wheelers.
