Do they really think been dependent of a single supplier (called "partner" in the text) is better than the freedom, including business and development freedom, available with Linux solutions?(or BSD or other)

Many Taiwanese brands simply fail to rise beyond the cookie cutter installation of commercial Windows. Their device user interface is so easily copied by the gazillion other competitors. Many choose the safer 5% margin route by remaining an ODM/OEM.
