The US Department of Energy (DOE) hopes to increase the efficiency of solid state lighting through projects that can incorporate the government with the industry. By improving solid state lighting technologies, lowering the cost and increasing the acceptance of consumers, the government can achieve its goal to lower energy waste and reduce carbon emissions.

The DOE's plan to develop solid state lighting includes a goal to improve OLED technology. The goals set by the DOE are to reduce the cost of OLED lighting fixtures and panels from US$237/klm and US$180/klm respectively in 2012 to US$51/klm and US$25/klm by 2015. DOE also hopes to reduce the cost to as low as US$16/klm and US$9/klm by 2020. For OLED panels, this means a 95% reduction in costs.

The DOE set OLED panel production targets such as usage rates for substrates for 2012, 2015, and 2020 to reach 70%, 80%, and 80% respectively. Yields should reach 75%, 90%, and 95% in the three target years. The DOE hopes annual production to reach 12,000 square meters in 2012, 380,000 square meters in 2015, and 2.1 million square meters in 2020. The goals are to increase commercialization of OLED products.
