International second-tier fabs target Taiwan-based IC design houses

Second-tier foundries, including Malaysia-based 1st Silicon and Israel-based Tower Semiconductor, are aggressively seeking orders from Taiwan IC design houses and both aim to double their number of Taiwan-based customers in 2006.
